This used to happen with oranges from a tree my uncle had. It's sap that leaked from the developing fruit. Like a fruit scab. It tastes lovely anyway even if it is weird.

It's fine, it's pectin. Maybe the lemon took a beating during it's growth and caused its pectin to pool
