That's Hell, dumbass. Heaven is formed from a keystone pulled from the Earth, which happened prior to even the appearance of the Japanese kami, and was an event that wiped out all life on Earth at the time.
And even then, Hell's less "infinite" and more "nobody's quite sure how big it is". Basically, all the Otherworlds combined are still smaller than Earth is, if ZUN is to be believed, which is also shown in Hecatia's spheres, where the Earth one is a tad bigger than the Otherworld one (and much bigger than the Moon).

No, they're not. ZUN only claimed that an infinite amount *could* be made, meaning that there isn't some sort of limitation placed by the universe and their creation is thus only limited by the power of the people making them, and also that despite this, Earth is still the bigger place.
