Because it's #3.
Top black line moves down one, bottom black line moves up one.
They overlap in step 2.
Pass in step 3.
Overlap again at the top in step 4.
Then separate again in step 5.

It's 3. It's a state diagram for 2 black bars simultaneously moving around 1 space at a time. The only state that could lead back to the 4th column is both bars at the top. One moves down and the other wraps back around to the bottom.

Or more obviously, 5 has too many bars, 2 and 6 are out of parity, 1 doesn't involve a change, and 4 would require a double move.
