Why didn't the PS1 have a realtime clock? The Saturn had one. It could've been used for RPGs and sim or strategy games.

Why bother? In all the consoles that have one it rarely adds anything to the games. In fact it's often more hassle and detrimental to gameplay.
e.g. Animal Crossing works in realtime but this means players have to fiddle with the clock and dodge the wrath of Mr. Resetti because they can't always be in front of the console at the times the game code requires them to. So they cheat. The game could just NOT have that and instead work off game time.
MGS3 used the clock to count the passage of time and it amounted to gimmicks like the End dying of old age and all your captured food spoiling because you were bust all week and only just got time to sit down for a game later. And you get punished for not being a jobless neet.
RTCs for games just suck. Every console and handheld has one and it's only for timestamps on saves and security certificate checking. Thank fuck game designers have learned to ignore it. And I'm glad the PS1 never had one, so nobody wasted time putting in annoying realtime elements into games that are better without them

Don't know about Xbox, but on PS2, Ratchet & Clank: Up Your Arsenal had the Insomniac Museum that you could visit at 3:00 AM. I think Going Commando had one too.
