Why did western devs make better music for SNES games than what the japanese devs could even dream of? Pretty much the reputation that the SNES had an inferior sound chip to the mega drive could be entirely blamed on japanese devs.

You are completely full of shit. The Japanese made JRPGS on the SNES have some of the best soundtracks ever made. Most Western devs were making shovelware and fittingly mediocre music for the SNES. The only exception to that is Jeremy Soule on Secret of Evermore.

Never got the hype of SNES Ocean soundtracks, obviously the Robocop NES theme is classic and there are some other gems, but I would take any platformer Kirby soundtrack a thousand times over stuff like Waterworld.
